Russia, Kazakhstan and Kyrgyzstan will conduct an experiment on cargo transportation using electronic navigation seals. The corresponding resolution has already been signed by the Prime Minister of the Russian Federation Mikhail Mishustin and published on the Official Internet portal of legal information. As can be understood from the text of the document, the pilot project will apply to all types of goods transported between countries by road and rail.

The project involves the integration of information systems used to track electronic navigation seals, the operators of which are Kazakhstan, Russia and Kyrgyzstan. Integration should provide control over the movement of the navigation seal on the territory of the participating countries, as well as warning about emergency situations.

The activated seal must transmit all the necessary data on transportation to the information system (HS code of the transported goods, name of the carrier, container number, etc.). At the same time, the imposition and removal of electronic navigation seals can only be carried out at established checkpoints and places of loading of goods.

However, the experiment itself is really planned as a relatively short-lived one. It should be completed by September 1, 2023 (in accordance with the order of the Council of the Eurasian Economic Commission No. 13 of April 21, 2023).
The list of goods that can be delivered as part of the pilot project under navigation seals is not limited. However, the maximum number of shipments has been determined for the pilot project — no more than 75 shipments of goods.
